Gov Quinn Signs Truck Scale Legislation

During Ag Day at the Illinois State Fair, Governor Quinn signed HB 2273 making changes to the Illinois Dept of Ag Weights & Measures Act.  These changes were the result of cooperative negotiations with IDA.  The legislation assures the following: 
 
1.  Truck scales that have been certified by IDA as of July 1, 2012 do NOT need to produce a Certificate of Conformance;
2.  The word "new" is removed from the Act; all truck scales must meet Handbook 44 standards for accuracy and change of
      ownership does not trigger any new requirements on scale owners so long as the scale meets accuracy standards.
3.  If a truck scale is missing its ID tag, you can now work through IDA to receive a new identification plate for tracking purposes.  
 
The passage of this bill was a joint effort of the IFCA, the Grain & Feed Association of Illinois and the Illinois Association of Aggregate Producers.  We would like to thank our members who provided input into the process over the past 18 months.  Some IFCA members may recall the concerns raised in February 2012 when IDA requested Certificates of Conformance for all truck scales.  This was problematic for many older (but still accurate) scales and we are happy to have resolved this issue for all truck scale owners in Illinois.  We will now be working with IDA on rules to provide a permit process for new scale installations that will ensure a transparent regulatory review process for both IDA and the industry.  IFCA thanks IDA Director Flider and the staff in the Bureau of Weights & Measurers for working with the industry to improve the truck scale regulations.  To see a copy of the bill click here  If you have any questions please contact Jean Payne or KJ Johnson.
