Third Reading Deadline Week at the Capitol
For the first time this session, members of the Illinois House and Senate spent significant time on the floor of their chamber attempting to move bills ahead of today’s Third Reading Deadline. All House bills must be sent to the Senate, and all Senate bills must be sent to the House in order to continue through the legislative process. Deadline extensions and other parliamentary tricks can be used to keep bills alive, but the universe of bills is narrowed after the Third reading deadline.
Legislators have had late nights at the Capitol this week as neither chamber has made strides in moving legislation. The House had a much longer list of bills on Third Reading than the Senate.
IFCA is still working on SB783, which would provide applicators with the opportunity to accumulate continuous education credit to maintain their pesticide license. We believe SB783 will be one of the bills that receives an extension past the third reading deadline.
IFCA was also able to stop HB 1596. This legislation would make it mandatory that you give a 72-hour notification prior to making an application of pesticides around schools, bike trails, parks, and home daycares. We have major concerns with this legislation and were able to stop it before the third rating deadline. IFCA believes that the information within the proposed bill will be discussed more this summer and will be brought back up next spring session.
