Homeland Security Committee Advances CFATS Legislation
On Wednesday, the House Committee on Homeland Security passed H.R. 4470, legislation that provides a 2-year clean extension/reauthorization of the Chemical Facility Anti-Terrorism Standards (CFATS) program. The West Texas incident is referenced at various points during the markup.
H.R. 4470 passed by a 30-0 vote. Prior to final passage, 10 amendments were offered and rejected along party line votes, largely due to the limited time to negotiate program changes with the Senate prior to the CFATS program expiring on July 27th.
IFCA believes the Senate may try to consider the same legislation in the coming weeks. Key Senate leaders have already introduced a 5-year clean reauthorization of CFATS. IFCA is urging Congress to swiftly pass a clean CFATS extension/reauthorization prior to the July 27th deadline.
