The Illinois Secretary of State opened up a hotline for people to call in order to schedule a CDL skills/driving test.  However, it is going slowly since the Sec of State is first re-scheduling hundreds of driving tests for those who had one scheduled before the offices shut down; they are calling those people directly to re-schedule their test.  It could take a little while for them to get to others.  The phone number to schedule a CDL driving/skills test is 217.785.3013.  You may not be able to get through right away, but as time goes by it should get easier.
