Chemical Security Assessment Tool (CSAT)
Anhydrous ammonia is a Chemical of Interest (COI) under Department of Homeland of Security rules. The Chemical Security Assessment Tool (CSAT) was developed years ago to help DHS identify facilities that meet certain risk factors. At that time, facilities with ammonia had to register with DHS to determine what security methods they needed to have in place.
In the fall of 2016, DHS updated their methodology system and created a new CSAT tool. IFCA members have been receiving a letter from DHS asking them to resubmit their "Top Screen" to DHS using this new on-line tool. If you receive this letter you should follow the instructions to submit your information into the new CSAT program. And also be aware that only persons who have completed the Chemical Terrorism Vulnerability Information (CVI) program can be certified to enter sensitive information on behalf of their company.
Please visit the CSAT website for helpful step-by-step instructions on using the new CSAT tools, and if you need to certify as a CVI credentialed person on behalf of your company, you can link to those instructions as well from this website.
