Update on Illinois Anhydrous Ammonia Regulations
We are still working closely with the IL Dept of Ag to finalize and publish the updates to the Illinois Anhydrous Ammonia regulations. We are hopeful that an effective date of July 1, 2016 can be accomplished and that we can soon provide a final copy of the rules. Many of the major requirements of the rule have a final compliance date of December 31, 2020. Last week, OSHA sent a letter to all members of Congress indicating that they going to issue a rulemaking on PSM for ag retailers, but in the meantime are still taking a firm stand that the PSM rules must be in place by October 1, 2016 to protect the safety of employees and communities in the aftermath of the West, TX incident despite the fact that anhydrous ammonia was not a contributing factor in the West, TX explosion.
