Madigan Dems try to revive income tax plan to make wealthy pay higher rate
A top deputy of Democratic House Speaker Michael Madigan has revived legislation to replace Illinois' flat income tax with a graduated system that would make those who earn more pay higher rates.
It's an idea Democrats have long pushed, arguing it's a fairer way to bring in tax dollars by shifting the burden away from the middle class and onto those with a greater ability to pay. But the idea faces numerous hurdles, the most significant being that the change couldn't become law unless voters first approve an amendment to remove the flat tax from the Illinois Constitution.
