Rauner to veto "phony" appropriations bill

Gov. Bruce Rauner plans to veto an appropriations bill that passed both the Illinois House and Senate that would have sent $3.89 billion in funding to the state’s universities and social service agencies.

Rauner’s office dismissed it as “just another phony budget” that even some Democrats don’t like.
 
“Now is the time for bipartisan solutions and negotiation, not phony budgets and empty promises.” Rauner spokeswoman Catherine Kelly said in a statement.
