GOP legislators pitch alternative to Branstad water quality plan
Iowa Republicans say they plan to roll out a proposal next week to fund large-scale water quality initiatives without diverting funding from education.
The plan, they said, is an alternative to the one proposed by Gov. Terry Branstad this year that would scoop some future state tax dollars now directed to education infrastructure projects.
That proposal, which Branstad called the “biggest and boldest” of his career, would extend a statewide 1-cent sales tax known as SAVE, but it would put a cap on the amount going to schools and use the rest — nearly $5 billion over 30 years — for water quality projects.
