Big Threat to Ammonia Transported by Rail

In 2008, Congress passed a law requiring Positive Train Control (PTC) which is a GPS based train control system designed to prevent collisions and derailments.  Under this law, by December 31, 2015 all railroads who carry products classified as "toxic by inhalation" such as anhydrous ammonia or chlorine must implement PTC systems on mainline tracks that carry these products.  However, none of the railroads will meet the deadline and are stating that after December 31 they can no longer ship ammonia by rail.  The Fertilizer Institute (TFI) states that in 2014, there were over 16,000 rail cars, each carrying 80 tons of ammonia, shipped in the US.  The inability to move ammonia by rail will cause curtailments in manufacturing, leaving many retailers and farmers without the fertilizer product.  TFI has launched a major effort on Capitol Hill to request a reasonable extension of the PTC requirements to enable the railroads more time to comply.  IFCA will reach out to the Illinois congressional delegation to support this effort on behalf of our members who are affected.  TFI and many national ag groups are asking Congress to resolve this issue before the end of October to provide some certainty for our industry.  We will keep you posted.
