Congress Pushes for Rules on Explosive Fertilizer
Congress is getting sick of waiting for regulations on the sale of ammonium nitrate, a fertilizer that was the main ingredient of the bomb that blew up a federal building in Oklahoma City in 1995.
In 2007, lawmakers passed legislation instructing the Department of Homeland Security to set up a program to keep the key bomb-making ingredient out of the hands of terrorists. But eight years later, there is still no program in place.
“As the author of the bill, the eight-year delay in implementation has been concerning,” said Rep. Bennie Thompson, D-Miss., in a letter sent to Homeland Security Secretary Jeh Johnson last month.
