Gov. Bruce Rauner wants to amend the Illinois Constitution to make it legal to alter state emplyee retiree benefits.  

 

But observers say that could be a tough sell.

 

Not only is it a relative rarity for voters to change the 45-year old constitution, but Illinois' political makeup presents a potential roadblock for even getting such a measure in front of the voters.
