Alternative Option to Complete Tier 2 Report
The Director of the Illinois Emergency Management Agency (IEMA) reached out to IFCA and the Chemical Industry Council to let us know they are offering the regulated community an alternative to complete your Tier 2 chemical inventory reports given the substantial technical glitches with the state's reporting system. IEMA cannot change the March 1 compliance date for completing the reports since it is a USEPA deadline. They are advising those who are having problems to use an alternative software program offered by USEPA.
The memo from IEMA is available here and contains instructions for using the USEPA Tier 2 Submit program and also sending your final report to your LEPCs and local fire departments. There is even a paper option for filing as a last resort.
The bottom line is this: you can keep trying the IEMA reporting system or you can switch to the USEPA system, so long as you successfully submit your chemical inventory reports by March 1. IFCA and CICI appreciate the efforts of IEMA Director James Joseph and the agency staff in providing an alternative as the compliance date approaches. We will be following up with IEMA after March 1 to discuss mutually beneficial options to assure more user friendly and cost effective reporting options in the future.
