Illinois Tier 2 Reporting System Issues

The Illinois Emergency Management Agency's new Tier 2 Chemical Inventory Reporting System is experiencing some severe software issues and many companies who are trying to submit their Tier 2 reports are having problems with the system running very slow, bouncing them out of the program, not recording their entries or changes, etc.  IEMA is very aware of these issues and they are working with their software vendor to try to fix the problem.  

While you should continue to keep trying to get your reports submitted, the best advice we can give you at this point is to make a written record of the dates and times in which you tried to submit your reports on-line, record the problems you are incurring and keep these notes at your office to document your efforts to comply.  We are not sure what the ultimate resolution to this issue will be, but IFCA and other organizations will be working with IEMA to deal with the uncertainty of how this impacts the March 1 compliance date for submitting the reports, and what options may be available to the industry as the March 1 compliance date gets closer.  The staff at IEMA are good people and they too are frustrated with what is occurring.  We will keep you posted.
