There should be "no doubt" that the White House is willing to move forward unilaterally on immigration reform, President Obama said late last week, amid bipartisan calls for him to avoid acting alone.

 

"It continues to be my belief that, if I can't see the congressional action, that I need to do at least what I can in order to make the system work better," Obama told reporters at a news conference.
