Truck Scale Proposed Rules
The IFCA has been working closely with the Illinois Department of Agriculture Bureau of Weights & Measurers to make improvements to the truck scale regulations. IDA proposed rules on April 18, 2014 and IFCA has submitted comments thanking the IDA for ensuring that truck scales certified by IDA prior to July 1, 2012 do not need a Certificate of Conformance, and that the word "new" no longer raises questions with regard to the regulatory status of the truck scale at a location when the ownership changes. IFCA helped pass legislation in 2013 to make these changes possible. Other items in the proposed rules include a new application form for construction or relocation of scales, which will more clearly define the work plan, assure scale owners of IDA approval prior to construction, and allow a formal process for granting variances from parts of the regulation if they can be justified. Shallow pit vehicle scales are also added to the list of approved scales in the proposal. There is no fee for the construction/reloaction/variance application process. We will keep you posted as the regulatory process continues, and hope that a final rule will be in place before year's end. If you have any questions, please contact Jean Payne.
